Mexico is debating a concrete investment target that could redefine its productive structure in the years ahead. The figure is tied to GDP and forms part of the so-called Plan México — a strategy designed to accelerate industrial relocation and strengthen regional development.

In an interview with Elite Business, Altagracia Gómez Sierra, coordinator of the Advisory Council for Regional Economic Development and Relocation (CADERR), explains that the objective extends well beyond attracting capital. The proposal combines productive infrastructure, institutional coordination, and clear rules for investment.

The central question is a defining one: how to convert Mexico’s current industrial momentum into sustained investment.

“Plan México is called to be a national plan,” Gómez Sierra states. The remark points to a framework designed to transcend political cycles and allow for the tracking of measurable objectives.

One of the strategy’s weightiest pillars is administrative simplification. Accelerating processes without sacrificing legal certainty will be an indispensable condition for sustaining the pace of investment.

Drawing on her own experience as a business leader, Altagracia Gómez Sierra also introduces a reflection that speaks directly to the private sector’s role within the new economic landscape: “As a businesswoman, it is my responsibility to invest.”

The question that remains is how this vision will translate into concrete projects: which sectors will capture the first waves of investment, which regions stand to activate most rapidly, and which metrics will allow the plan’s progress to be meaningfully assessed.
